Overview:
Maui Nui Resiliency Hui (MNRH) has been a steadfast advocate and support organization for the Pulelehua affordable housing project, providing strategic assistance to help realize a long-awaited vision for permanent, affordable workforce housing in West Maui.
Our nonprofit’s work has included navigating complex regulatory and permitting processes, collaborating with government agencies, facilitating infrastructure development solutions, and strengthening community engagement around the project’s housing, water, and resiliency goals.

Recent Activities (2024–2025):
Over the past year, MNRH has played a critical role in advancing the Pulelehua project to its current permit-ready status (awaiting water use approval by CWRM) by:

• Leading community outreach to residents, stakeholders, labor unions, and advocacy groups to build public support for housing solutions.

• Coordinating with the County of Maui, the State of Hawaiʻi, and numerous agencies to address water infrastructure permitting, grant funding conditions, and housing policy compliance.

• Preparing and presenting critical amendments to the Residential Workforce Housing Agreement (RWHA) to ensure compliance with Maui County Code, Land Use Commission decisions, and state and local regulations.

• Supporting water availability negotiations, including facilitating discussions with private utilities, state regulators, and county officials to unlock water source development needed for permanent housing.

• Assisting with site maintenance monitoring, construction compliance, and coordination of engineering and environmental permitting for project infrastructure.

• Planning and initiating resiliency hub development at the Pulelehua site to support future community emergency preparedness.

Through continuous monitoring of government agendas, community education campaigns, direct engagement with decision-makers, and strategic planning, MNRH helped the Pulelehua project to overcome many obstacles to focus on the critical goal of delivering desperately needed affordable housing and community infrastructure for West Maui.
